the Opium Conference revised in accordance with the criticisms which have been received from you and the other members of the Conference; and we think that it now should meet with general concurrence,
Most of the changes are due to 'r.Delevingne's criticisms on points of wording: I don't think they make much difference and he was very strong on the point that
as the Home office are going to administer the regulations
the wording which he prefers should be followed,
